Meeting of seeking comments on draft decree on electronic commerce of the Lao PDR took place during 24-26 October 2019, at Riverea Hotel, Thakeak District, Khammaun Province. The event was co-chaired by H.E. Bounmy Manivong, Deputy Minister of Industry and Commerce, and Mr. Bounmy Phimmasone, Provincial Party Committee, Deputy Governor of Khammaun Province, with invited guests from related line ministries and sectors, from 07 Provinces in middle and southern parts of Laos, namely: Bolikhamsay; Khammaun; Savanhnaket; Champasack; Sekong; Salavan and Uttapeu, for more than 68 persons actively attended to the said meeting.
The primary purpose of this meeting was to seek comments, from both government and provincial business sectors, on draft decree on electronic commerce of the Lao PDR, in order to make its content be comprehensive. The draf is expected to be introduced at Government meeting in early 2020 after the completion of seeking comments accorss the country.
Towards the trend of modern technology growing rapidly, it has been intergrated with trade in goods and services through electronic platform, which it is called “e-commerce”. This could be considered as new highly effective and essential business model since the development of e-commerce is expected to reduce the costs and barriers for small and medium businesses, including micro-enterprises, as to market access and distribution. Furthermore, consumers also obtain the benefits by approaching variety of goods with lower prices, said by H.E. Bounmy.
Recently, the existing laws and regulations could not fully cover to e-commerce sector, which may impact to consumer confidence as this business model has no legal status. Therefore, the Ministry of Industry and Commerce, in cooperation with related line ministries and sectors, has drafted the decree on electronic commerce to address on this matter, he said.
